I picked this up there other day and hooked it up to my radio and it seems to work better is that possible if I wasn't getting enough power to my radio it wouldn't work right.

Better how? If the other supply was too small you may have had less power output. A quick test with a volt meter will tell you. Poor filtering could cause TX or RX noise too.
